NYS Clean Heat Rebates
Save Big on Heat Pumps (We Handle the Hard Part)
If you’re in a participating NY utility territory, you may qualify for major rebates on heat pump heating and heat pump water heating. Nebrasky helps you confirm eligibility, design the right system, and apply savings correctly—with less paperwork and fewer surprises.
Rebate availability, amounts, and rules vary by utility territory and eligibility
What is NYS Clean Heat?
NYS Clean Heat is a statewide utility rebate program that helps New Yorkers switch to high-efficiency heat pumps for home heating (and in many cases, cooling) and heat pump water heaters for domestic hot water. Incentives are designed to support full-load electrification projects (meaning your heat pump system is sized to meet your home’s heating needs for the project scope).
If you’re not sure what that means—don’t worry. That’s what we’re here for.
How the Rebates Work (In Plain English)
-
1. We confirm your eligibility.
We verify your utility territory, project type, and key program requirements (including whether the home is in a Disadvantaged Community area that may qualify for higher incentives).
-
2. We design the right system.
NYS Clean Heat rebates are generally for full-load heat pump systems—meaning properly sized and designed for your home and comfort goals.
-
3. We apply savings the right way.
Depending on your utility’s rules, incentives may be delivered as an instant discount on your invoice (common/required in certain territories) or handled through a structured post-install process. Either way, the incentive must be passed through to the customer and documented correctly.
Good to know: Some utilities require the rebate to be shown on your invoice for the project to be eligible.
What Typically Qualifies
Most customers use NYS Clean Heat incentives for one of these upgrade paths:
Full-load heat pump heating (& cooling)
A cold-climate air-source heat pump (ccASHP) system designed to meet your home’s heating load for the project scope.
Full-load heat pump + decommissioning
(best incentives in many cases)
A full-load heat pump install where the legacy fossil system is decommissioned so the heat pump becomes the only heating system over the project scope.
Heat pump water heater incentives
Incentives may also be available for qualifying heat pump water heaters, with different “channels” depending on where the unit is purchased (contractor/customer vs distributor/retail pathway).
Eligibility notes (plain-language, non-scary)
- Incentives are generally designed for existing homes.
- New construction has different rules and may be limited to specific technology types.
- Incentives are typically capped as a percentage of total project cost (higher caps may apply in select cases/areas).

What You Can Expect (Typical Outcomes)
- Lower monthly energy spend vs older systems in many homes (especially when replacing oil/propane and improving control)
- Better comfort (more consistent temperatures, modern zoning options, better humidity control)
- Rebates applied correctly so you’re not stuck chasing approvals
- A clear plan for what’s included, what’s optional, and how savings are being applied
Every home is different—your rebate amount and system design depend on your utility territory and your home’s heating needs.
