NYS Clean Heat Rebates

If you’re an Orange & Rockland customer, you may qualify for NYS Clean Heat incentives — and Nebrasky applies eligible savings directly to your invoice.

What this program is

The NYS Clean Heat Program is New York’s statewide heat pump incentive program (running 2026–2030) that helps eligible residential customers reduce the upfront cost of installing heat pumps for space heating/cooling and certain heat pump water-heating solutions.

For this program period, Clean Heat is focused on residential one- to four-family homes (1–4 dwelling units), and incentives are generally tied to projects completed at eligible existing residential sites.

In Central Hudson territory, incentives are available across several project “paths,” including full-load cold-climate air-source heat pumps, full-load with decommissioning, geothermal (ground-source) heat pumps, partial-to-full upgrades, plus water-heating categories (HPWH pathways and GSHP desuperheaters).

Incentive amounts vary by project type and home type (single-family vs apartment / smaller home), and the program caps incentives as a percent of project cost—with Central Hudson territory eligible for incentives up to 85% of project costs under program rules.

Eligibility basics (plain English)

In general, NYS Clean Heat incentives apply to existing residential buildings and are subject to program rules (including incentive caps as a share of project cost). DAC projects can qualify for higher cost-coverage caps than non-DAC projects.
